Description

Under the close supervision of a supervisory official, in an Environmental Services Program, learns to conduct routine surveys, studies, inspections, and/or investigations relating to the improvement and/or monitoring of environmental conditions, and/or the enforcement of environmental laws/regulations; does other related duties.

Specific to the Position

Position 1: The critical duties for this position involve performing unknown offsite source incident reviews and receptor evaluations. The Receptor Survey Team (RST) Case Manager performs reviews of unknown offsite source incidents called into the NJDEP’s hotline. The RST Case Manager will gather data through the review of NJ Environmental Management System (NJEMS) reports, other state databases, and contacting Licensed Site Remediation Professionals (LSRPs) when necessary to determine if potable wells or vapor intrusion into residences or other buildings is triggered using applicable standards and criteria. Work involves field reconnaissance, creation of scopes of work, interdivisional work requests, GIS mapping, the creation of Funding Authorizations using the Financial Services Element Tracker System (FSE2), and other related tasks to ensure residents are protected. This position has NJEMS data entry responsibilities. Understanding of the Contaminated Site Remediation & Redevelopment (CSRR) technical guidance documents and the Technical Requirements for Site Remediation Rules N.J.A.C. 7:26E.

Position 2: The critical duties for this position involve performing publicly funded receptor evaluations (RE) in response to the identification of Immediate Environmental Concern (IEC) or Vapor Concern (VC) conditions, and initiation of long-term remedial measures to protect those affected by contaminated drinking water and/or indoor air. Communication is a key function of this position as it is required to regularly coordinate with other NJDEP groups and liaise with township officials to ensure alignment of various project plans. Case work involves creation of scopes of work, interdivisional work requests, GIS mapping, field work, FSE submittals, development of Remedial Alternatives Analysis, management of Third Party Contracts, and other related tasks to ensure receptors are protected. This position has NJEMS and FSE data entry responsibilities.

Preferred Skill Set

Position 1: Positive attitude with the ability and willingness to learn and work with supervision on reviewing unknown offsite source incidents and perform publicly funded case work including potable well and vapor intrusion field sampling activities. Capable of being cleared physically for field work including light to moderate levels of activity in various weather conditions. Ability to think critically and demonstrate sound reasoning by analyzing information to make sound judgement calls; clarity, conciseness, logical organization, analytical abilities, and strong writing skills are preferred. Ability to learn to perform data entry tasks in the Department’s NJ Environmental Management System.

Position 2: Keen critical thinker with the ability to analyze data and demonstrate sound reasoning for the progression of IEC cases. Ability to coordinate between multiple groups and communicate effectively both internally and externally. Ability to be able to review various sources of data and use technical writing to summarize findings in a report. Capable of being cleared physically to perform light to moderate levels of field work activities including potable well and vapor intrusion sampling.

Requirements

Education: Graduation from an accredited college or university with a Bachelor’s degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
